Job Title: State Head

Key Responsibilities:
  • Provide overall leadership and strategic direction for project implementation across the state on behalf of Sa-Dhan.
  • Ensure recruitment, deployment, and effective functioning of Vitta Sakhis, Mentors, and district teams.
  • Develop and oversee state-level training plans, including Mentor Trainings, TOTs, and Vitta Sakhi trainings.
  • Deliver or facilitate Training of Trainers (TOTs) and advanced training sessions with Master Trainers.
  • Liaise with State Rural Livelihood Mission (SRLM) and other government stakeholders for smooth implementation.
  • Coordinate with Financial Institutions (FIs) at state and district levels to support loan sourcing and disbursement.
  • Monitor achievement of loan sourcing and disbursement targets across districts.
  • Address and resolve escalated operational issues related to training, field implementation, or loan processing timelines.
  • Support data reporting, research, and Monitoring & Evaluation (M&E) activities at the state level.
Special Notes:
  • Perform additional tasks assigned by the National Head or Senior Management at Sa-Dhan.
  • Prepare, review, and submit monthly planning and consolidated progress reports to the Sa-Dhan head office.
  • Obtain prior approval before sharing any Sa-Dhan project-related data publicly or on social media.
  • Candidates from banking, finance, MSME, livelihoods, or enterprise development backgrounds are preferred.
  • Extensive travel within Jharkhand and occasional inter-state travel may be required.
  • Conveyance: The candidate must have access to a personal conveyance for daily travel within the state.

About the Role: Sa-Dhan, as an SRO, proactively works with RBI, various stakeholders, and micro lenders to advocate necessary and innovative policy changes to enhance client protection at the grassroots level and smoothening the operational challenges for the micro-lenders. In this connection we are looking for a suitable person who will be placed at the head office of Sa-Dhan at New Delhi and will work for the data compilation, analytics and bringing out reports and study notes which will be made use for preparing dashboards and supporting in undertaking various research and data analytical reports. In additional he/she may also be entrusted with monitoring and supervising the operations of the member institutions at the state level in a couple major states, ensuring implementation of regulatory framework, code of conduct and guardrails being issued by regulatory and self-regulatory bodies conducting regional advocacy and support for member microfinance institutions..

Job Description:
  • Collection and compilation of data from various source including members, Credit information buraus and others, and analytics of the same
  • Prepare policy notes for various stakeholders such as RBI, Department of Financial Services (DFS), Ministry of Finance and other ministries as well as various sa.
  • Conducting primary or secondary research based on relevant topics.
  • Prepare regular data analytical reports for their publications/ disseminations.
  • State and district level engagement and support for member microfinance institutions in identified states for ensuring adherence to RBI guidelines and SRO standards, facilitating training on client protection, and responsible lending etc. The initial engagements may be in Uttar Pradesh and Bihar.
  • Extensive Stakeholder engagement in select states like Uttar Pradesh and Bihar, with local stakeholders, Banks, alongside compiling regional data reports.
Key Requirements:
  • Strong regulatory knowledge and analytical skills for policy notes and risk monitoring in microfinance operations and regulations.
  • Strong Interpersonal skills.
  • In-depth understanding of qualitative and quantitative research approaches.
  • Proficiency in primary and secondary research methods and statistical analyses.
Communication:

Strong writing and speaking skills in English and Hindi. It will be preferable if the person understands other Indian languages.

Qualification: Post Graduate with data analytic skills. There can be relaxations for the qualification for suitable candidates. An experience of 5 to 7 years in data analytics and research or any other areas connected to the Job description is required. Prior experience in financial inclusion, microfinance, or government-linked banking programs is a plus.

We are looking for a person who will work with the team on developing various policy notes, deep stick analytical study notes for the microfinance and financial inclusion sector and support in various data report, preparation of dashboards.

  • Conducting primary or secondary research based on relevant topics
  • Data Analysis: Cleaning, verifying, organizing, and analyzing data using statistical techniques, programming languages, and data visualization tools.
  • Interpretation: Interpreting data to identify trends, patterns, and insights that can be used to inform decision-making.
  • Reporting: Preparing reports, presentations, and dashboards to communicate findings to stakeholders.
  • Analytical studies: Study relevant topics – growth and concentration, cost and pricing of credit, trends in indebtedness, underserved areas, etc.
  • State, District-Wise, and pin code-wise analysis: Sharing State and District Risk notes for promoting responsive lending and client protection.
